How to add those cool effect(Above his head and hands).. And also neon effects

for that effect,you can use some fractals,google them

for neon,get a soft light brush,choose the color,do it where ever you want and then make it to screen,Lighten or Linear Dodge

Find any good lighting effect, fractal (like iKakashi said).
Then Go to Filter > Distort > Ripple.
Change ripple settings as you like, then select blending mode like , color dodge, screen, overlay, soft overlay atc..
